The emergence of widespread flavoured little cigars and legislative action There were prior calls in Canada to ban menthol cigarettes at least as early as 199610 and all flavoured tobacco products at least as early as 2006.11 12 Calls for action increased in 20062008, especially to ban flavoured little cigars in response to their growing availability and elevated use among youth.1319 Sales of little cigars, which had minimal market presence a decade earlier, increased nationally from 53 million in 2001 to 469 million in 2008, with most of the increased due to flavoured products (figure 1).13 Surveys found substantial youth use of little cigars.15 20 21 In 2008, Conservative Party leader and Prime Minister Stephen Harper pledged to ban the use of flavour and additives in all tobacco products that would appeal to children.22 The same year saw the introduction of private members bills to ban flavoured tobacco federally23 most flavoured cigarillos in Nova Scotia24 and flavoured little cigars except menthol (and regulatory authority to ban flavours in other tobacco products) in Ontario
