In November 2013, New York City passed Local Law 97, known as sensible tobacco enforcement, which increases penalties for retailers who evade tobacco taxes or sell tobacco without a license, reduces the possession thresholds for being deemed a retail dealer, increases fines for the concealment of contraband cigarettes, prohibits discounts for tobacco products, requires a minimum price of $10.50 per pack of cigarettes and little cigars, and requires cheap cigars ($3 or less) and cigarillos to be sold in packs of at least four and little cigars to be sold in packs of at least 20 (New York City Department of Health and Mental Hygiene, n.d.)

Whether similar enforcement can effectively contain cigarette smuggling and counterfeiting remains an open question
