In Ellen Budd's book on Ellen Clapsaddle - there was a signed Valentine of a very similar image and an unsigned International Art postcard (WITH LOVE'S GREETING) that is basically the same image of this postcard that we have listed for sale here

Check out the light post with 8 different bars spread out in a circular shape above the parking lot

I am going to say it is something like _ & _ ____ but I can't tell for sure
